      1.Yes, we already do actually. You change the speed of light as it goes from one medium to another. Refraction is an effect that occurs when a light wave, incident at an angle away from the normal, passes a boundary from one medium into another in which there is a change in velocity of the light. The wavelength decreases as the light enters the medium and the light wave changes direction.
      2.When you look at photonic circuits, we actually play with the wavelength of light, we split it, combine it, amplify it, modulate it so that your signal can go from transmitter to receiver at high speed. That is actually why we use photonic circuits and electronic circuits simultaneously for faster and better communication.
      Remember, light is both a wave and particle, it behaves differently for different mediums and materials, you can have loads of experiments with it!
