Question: If a drone was connected to a phone would you have to be in a specific range for the signal to reach it ?

Yes, phone signals work only within a certain distance (anywhere from a couple of hundred meters to a couple of kilometers, depending on where you are). If your drone directly talks to your phone it would have to be within a certain distance to work. If we connect drones to the mobile phone network, they’ll have to be within a certain distance of the phone towers to work.

Would it work in the middle of the ocean with no signal ?

If the drone is designed to work with a mobile phone network then it wouldn’t be able to work in the middle of the ocean, since there’s no phone coverage there. You’d have to design your drone to work with satellite signals if you want to have it fly over the ocean.
